Thread snapping

I’ve just started fly tying, but my thread keeps snapping at the point where it leaves the bobbin holder - the edge is a bit sharp which I think is the cause.

 And my borrowed vice from the angling club is a rather basic model and leaves much to be desired.

Can anyone recommend some decent entry-level implements that won’t break the bank?
